71 Blue Sky Rescue Teams launched continuous rescue efforts.

Since the formation of Typhoon Doksuri, the fifth typhoon of this year, the Blue Sky Rescue Team has been closely monitoring its moving track and potential impacts. According to the website of the China Meteorological Administration, Typhoon Doksuri strengthened to the super typhoon level at 20:00 on July 24. It made landfall along the coast from Jinjiang, Fujian to the junction of Fujian and Guangdong on the 28th. Typhoon Doksuri is characterized by high coastal waves, intense rainfall, and a wide - reaching impact area. It moved deep into the inland and headed northward, affecting provinces and municipalities such as Fujian, Guangdong, Zhejiang, Jiangxi, and Anhui. The situation of flood and typhoon prevention is severe, and the task is arduous. On the 26th, the National Flood Control and Drought Relief Headquarters upgraded the flood and typhoon emergency response to Level - III and dispatched four working groups to Zhejiang, Fujian, Guangdong, and Jiangxi to assist and guide the flood and typhoon prevention work.


Affected by the typhoon and heavy rainfall, the disaster situation is severe. Yuanshan urgently deployed the Blue Sky Rescue forces from surrounding provinces to reinforce the disaster - stricken areas in Beijing, Tianjin and Hebei. As of 12:00 on August 1st, 2023, a total of 159 Blue Sky Rescue team members, 34 boats and 37 vehicles were dispatched to Fangshan District, Mentougou District, Changping District in Beijing, as well as Zhuozhou and Xingtai in Hebei Province. They have evacuated 616 trapped residents. In addition, 95 team members are on the way.



On August 2, 2023, a total of 52 Blue Sky Rescue teams, consisting of 462 people, 90 vehicles, and 68 boats from 9 provinces and regions including Beijing, Zhejiang, Henan, Shanxi, Jiangsu, Tianjin, Inner Mongolia (under the jurisdiction of Hebei), and Anhui, carried out continuous rescue operations. The main work areas were distributed in four places: Mentougou District in Beijing, Fangshan District in Beijing, Zhuozhou City in Hebei Province, and Xingtai City in Hebei Province. Especially in areas where requests for help were relatively concentrated, such as Caodianshui Village, the Zhuozhou section of the Beijing - Hong Kong - Macao Expressway, Renze District in Xingtai, Liuli Town in Fangshan District, as well as Xigaozhuang Village, Matou Town, Shawo Village, and Dama Village, the Blue Sky Rescue teams carried out operations at multiple locations and frequencies, making every effort to evacuate the affected people.


As of 12:00 on August 2nd, the Blue Sky Rescue Team had evacuated 1,836 trapped people (including 1,556 adults, 55 children, and 225 elderly people), along with a small number of livestock. The rescue operation is still underway!


The Disaster Reduction Committee of Hebei Province decided to upgrade the response level of the Natural Disaster Relief Emergency Plan of Hebei Province from Level III to Level II at 22:00 on August 2nd. It organized relevant cities and provincial - level departments to carry out emergency relief work for natural disasters in accordance with their respective responsibilities, properly evacuate and resettle affected people, and ensure the safety of people's lives and property.

On August 3, 2023, a total of 71 Blue Sky Rescue Teams, including those from 9 provinces and regions such as Beijing, Zhejiang, Henan, Shanxi, Jiangsu, Tianjin, Hebei, Inner Mongolia, Anhui, and 1 coordination center, with 146 vehicles, 556 team members and 100 boats, carried out continuous rescue operations. The main work areas were distributed in three places: Fangshan District in Beijing, Zhuozhou City in Hebei Province and Xingtai City in Hebei Province. Especially in areas where help requests were relatively concentrated, like Luozhuang Township in Xingtai, Liuli Town in Fangshan District and the urban area of Zhuozhou, the Blue Sky Rescue Teams carried out operations at multiple locations and frequencies, sparing no effort to evacuate the affected people.

According to incomplete statistics, as of 12:00 on August 3rd, the Blue Sky Rescue Team had evacuated 6,106 trapped people (including 5,603 adults, 172 children, and 331 elderly people), and 32 livestock. They carried out water - pumping operations in one residential community, arranged for the re - resettlement  of residents in one community, transported flood - fighting materials in 16 batches, and 208 pieces of daily necessities. The number of operation sites totaled 66.
